Both uses
Drill a 16mm hole in the mainline pipe using a drill bit.Insert the open grommet into the hole firmly.Push the barbed end of a 16mm fitting (tee, elbow, etc.) into the grommet.Connect your 16mm lateral pipe to the fitting.
Attach the 16mm drill bit to a power drill.Mark the location on the mainline where connection is needed.Drill a clean 16mm hole through the pipe wall.Remove any debris or rough edges.Insert the open grommet into the hole, and proceed with connecting your 16mm lateral fitting.

Actually the drill bit supplied along with it produces a hole of 19 mm.Its a bit difficult to insert valve into the grommet.top hat grommets willnot fit into these holes.They are easier to use than this
